BREQ_FAST service to be retired

The NCEDC offers a number of web services that provide improved
functionality formerly served by the BREQ_FAST system.
The NCEDC will shut down the following service on June 30, 2020:
BREQ_FAST: BREQ_FAST provides a batch access to the NCEDC archive by
electronically mailing a specially formatted file to the NCEDC.
Similar capabilities are available for:
Response: by the NCEDC RESP Web Service (https://service.ncedc.org/ncedcws/resp/1/)
by the FDSN Station Web Service (https://service.ncedc.org/fdsnws/station/1/)
Waveform: by the FDSN DataSelect Web Service (https://service.ncedc.org/fdsnws/dataselect/1/)
The FDSN-compatible and NCEDC web services are available at: https://service.ncedc.org
